Types of Funding
OJJDP provides funding to states, territories, localities, and private organizations, including faith-based institutions, through formula and block grants and discretionary grants.
Formula and Block Grants
Funding through formula grants and juvenile accountability, prevention, and Enforcing Underage Drinking Laws block grants is available to states and territories. Juvenile Justice Specialists in each state administer the funding through subgrants to units of local government, local private agencies, and Indian tribes for programs in accordance with legislative requirements. Formula grant applicants must apply online using the Office of Justice Program's (OJP's) Grants Management System (GMS).
Discretionary Grants
Through a competitive peer review process, OJJDP awards discretionary grants directly to states, units of local government, and private organizations to administer selected programs. Discretionary funding, which ranges from single awards for research, evaluation, and technical assistance to multisite awards for program development, follows the process outlined below:
- Program announcements for discretionary funding opportunities are disseminated to potential applicants and posted on this Web site. The announcements provide details such as funding levels, eligibility requirements, and application deadlines.
- New applicants for competitive discretionary grants must apply through Grants.gov. To do so, they will need to register with the Central Contractor Registry. As the registration process takes several days to complete, applicants should plan accordingly to ensure meeting grant deadlines.
- Existing or continuing discretionary grantees will continue to use GMS to apply.
- After receiving the applications, OJJDP conducts an initial screening to ensure that submissions meet basic requirements, including adherence to a page limit, if applicable, and the completion and inclusion of required forms. Subsequently, an extensive review and selection process takes place that includes peer review by a panel of experts.
- All applicants are notified that their application has been received and, in due course, whether it was accepted for funding.
