Defines the concept of accountability and identifies key elements of effective accountability-based programs. Such programs, for example, should regard crime victims and the community (in addition to offenders) as clients and ensure that offenders understand the impact of their crimes. The Bulletin also describes exemplary juvenile justice programs—that is, ones that have succeeded in involving crime victims and the community in the justice program and brought home the message of accountability to juvenile offenders.
